Big BenSo why has Highland Council spent nearly £1200 over the last four years phoning the speaking clock? At 31p per call from a landline, council staff dialled the premium rate number around 3800 times. Why would the council need to  consult the speaking clock at least two times a day, every day of the week? Perhaps they should try switching on the radio and synchronising their watches with the time pips on Radio 4.
